There’s no shortage of strong ideas across Europe. What’s uneven is who gets the chance to develop them, scale them, and be heard. Some regions are deeply plugged into the research and innovation landscape. Others are still trying to break in. Not because they lack expertise, but because the system hasn’t always worked in their favour.
That’s the gap Horizon Europe is trying to close.
“Catching up” is the wrong story
Widening countries are often framed as if they’re behind. It’s a convenient label, but not a very accurate one. The issue isn’t capability. It’s connection.
Access to the right partners. Visibility in the right networks. A seat at the table when decisions are made and projects take shape.Once those pieces fall into place, things move quickly.
Taking part is not the finish line
For years, success was measured by participation. More projects, more partners, more numbers. That’s no longer enough.
What matters now is what actually comes out of it. Does the research go anywhere? Does it influence anything? Does it reach beyond the consortium?
Because let’s be honest. A project that ends in a PDF report doesn’t change much.
